The housing system is a major, integrative mechanism shaping the economy, society, and the environment. Housing system outcomes, often driven by policy siloes with, at best, minor housing interests and accountabilities, have recursive effects on the economic performance of neighbourhoods, cities, regions, and the nation. Economic stability, the distribution of income and wealth and productivity are all influenced by housing outcomes. If housing policy is seen only as the activities of housing ministries and to be a provincial-led, social policy it will not be best managed for national and local interests.
